Around the dome of the building there is an energy and health station. Take this down, then restock rockets and use them against the elites that round the corner. Keep an eye on the infinite rocket crate because a gunship will soon appear over the horizon. Run up to the roof where there are two soldiers waiting and many more around the corner.
